二、市场前景

左权县位于山西省晋中市东南部，是闻名全国的革命老区，1942年9月，为纪念在此殉国的八路军副参谋长左权将军而易名左权县。抗战时期，八路军总部、中共中央北方局、一二九师司令部等150多个党、政、军、学机关在左权先后驻扎长达八年之久。老一辈无产阶级革命家朱德、彭德怀、左权、刘伯承、邓小平等在这里运筹帷幄，决胜千里。共和国的6位元帅、6位大将、19位上将、48位中将、300多位少将在此战斗、工作、生活、学习。

发展红色旅游是为了弘扬中国的民族精神，带动革命老区经济社会协调发展，能更好地弘扬传承红色文化，推进军民融合共建、打造太行旅游品牌。通过项目建设开发，打造形成集国防教育、军民融合、军事博览、扶贫扶助、特色旅游于一体的综合性项目工程。全面打造左权县“文化太行、生态太行、红色太行、康养太行”品牌，提升晋中左权红色旅游在全国的知名度。

三、项目建设内容及规模

本项目计划占地约1万亩（6.67km2）。计划建设军事文化博物馆、中国人民解放军军史博物馆、军队干部教育培训基地暨退伍军人就业培训基地、国防教育基地、陆军装备博物馆、航空航天博物馆、退役军械拆装回收处理基地、军事主题影视城、标准实弹射击场。

四、项目优势分析

区位优势：所在地麻田位于左权县城南45km处，为晋冀两省要隘之一，是对外开放承接区，是晋中乃至山西东部开放的窗口和门户。曾有太行山上“小延安”之称，阳涉铁路、省道沁涉公路傍村而过，交通便利。

旅游资源优势：抗日战争时期左权是华北政治、军事、经济、文化中心，是中国革命纪念地之一，麻田村保留有众多的红色革命历史遗迹，留下红色革命根据地150余处。并且保存着许多珍贵的抗战时期建筑和革命文物，是红色资源富集区，有多处革命遗址。

产业优势：目前左权县已有麻田八路军总部纪念馆、左权将军纪念亭等相关红色旅游产业，产业发展经验丰富。

九、优惠政策及保障措施

根据《晋中市招商引资优惠政策》：

财税优惠：经晋中市招商引资工作领导小组研究审定的符合优惠条件的投资新办商贸物流、金融、旅游、信息产业、科教文卫、健康养生等产业项目，固定资产投资在5000万元人民币以上的，自企业实现税收年度起，前两年按税收（增值税、企业所得税）总额区级留成部分的50%给予奖励，第3年至第5年按区级留成部分的30%给予奖励，用于扶持企业发展。土地优惠政策：经晋中市招商引资工作领导小组研究审定的,对于符合我市重点支持发展的招商引资项目，亩均投资强度达到350万元以上（不含土地价）的，自投产之日起2年内，按每亩350万元计算投资额度，给予每年7%的财政奖励扶持；亩均投资强度200万元至350万元（不含土地价）的，自投产之日起2年内，按固定资产实际投资额（不含土地价），给予每年6%的财政奖励扶持。

II. Market Prospects

Zuoquan County is located in the southeast of Jinzhong City, Shanxi Province. As an old revolutionary base area known throughout the country, it was named after the deputy chief of staff of the Eighth Route Army, General Zuo Quan, in September 1942. During the Anti-Japanese War, more than 150 party, government, military, and academic institutions, including the Eighth Route Army Headquarters, North Bureau of the CPC Central Committee, and the 129th Division Command, were stationed in Zuoquan for eight years. The elder generation of proletariat revolutionaries such as Zhu De, Peng Dehuai, Zuo Quan, Liu Bocheng, and Deng Xiaoping all devised strategies here to win battles a thousand miles away. 6 Marshals, 6 Generals of the Army, 19 Generals, 48 Lieutenant Generals, and more than 300 Major Generals of P.R.C. have fought, worked, lived and studied here.

Developing red tourism is to promote China’s national spirit, enhance the coordinated economic and social development of the old revolutionary base area, better carry forward the red culture, boost the integration of military and civilian construction, and build the Taihang tourism brand. Through project construction and development, we will build a comprehensive project that integrates national defense education, military-civilian integration, military expo, poverty alleviation and support, and specialty tourism. We will build the brand of“Cultural Taihang, Eco-Taihang, Red Taihang, Healthy Taihang” across the board in Zuoquan County, and enhance the popularity of Jinzhong Zuoquan Red Tourism across the country.

III. Project Scope and Scale

The project plans to take up an area of about 10,000 mu (6.67km2) to build a military culture museum, a military history museum of the Chinese People’s Liberation Army, a military cadre education and training base & veterans employment training base, a national defense education base, an Army equipment museum, an aerospace museum, a decommissioned ordnance dismantling and recycling base, a military theme film and television site, and a standard live shooting range.

IV. Advantage Analysis

Location Advantage: Matian, where the site is located, lies 45km south of Zuoquan County. As one of the two provincial passes in Shanxi and Hebei, Matian is an undertaking area for opening up, a window and gateway for Jinzhong and even the eastern part of Shanxi to open up, used to be called“little Yan'an” on the Taihang Mountain. The Yangquan-Shexian Railway and the provincial highway Qinshe road lie next to the village, making it easily accessible.

Resource Advantage: During the War of Resistance Against Japanese Aggression, Zuoquan was the political, military, economic, and cultural center of North China, and one of the memorial sites of the Chinese revolution. Matian village has retained many historical relics and more than 150 bases of the Red Revolution. It also preserves many valuable architectures and revolutionary relics during the Anti-Japanese War period, rich in red resource with many revolutionary sites.

Industrial Advantage: At present, Zuoquan County has nurtured a red tourism industry with the Matian Eighth Route Army Headquarters Memorial Hall and the Memorial Pavilion of General Zuo Quan, etc, experienced in industrial development.

VIII. Auxiliary Conditions

Shouyang County, where the project is located, is about 79km away from Taiyuan, the provincial capital. There are Taiyu road and Taiyuan-Jiuguan expressway, Yangquan-Shexian railway and provincial highway Qinyuan-Shexian road near Matian village, providing it with convenient traffic.

IX. Preferential Policies and Guarantee Measures

In accordance with the Jinzhong Preferential Policy for Investment Invitation:

Financial and Tax Incentives: According to the Jinzhong Preferential Policy for Investment Invitation, for the newly invested and established projects in commercial logistics, finance, tourism, information industry, science, education, culture and health care, and health maintenance that are approved by Jinzhong City Investment Promotion Leading Group as in line with the preferential policy, and with a fixed-asset investment of more than 50 million yuan, the enterprise will be rewarded 50% of the total revenue (value-added tax, enterprise income tax) retained at the district level in the first two years since its tax year, and will be awarded 30% of the retained portion at district level in the third to fifth years to support the development of the enterprise. Land Preferential Policy: For investment promotion projects under key support of the city that are proved by Jinzhong City Investment Promotion Leading Group and invested over 3.5 million yuan (excluding land price) per mu, enterprise will be given 7% financial incentives per year according to the investment quota of 3.5 million yuan per mu, within 2 years from the date of production; if the investment per mu is within 2 to 3.5 million yuan (excluding land price), enterprise will be given 6% financial incentives per year according to the actual investment of fixed assets (excluding land price), within 2 years from the date of production.
